TL;DR: Among rental registration and inspection requirements in Northwest Arkansas cities, Fayetteville is the strictest on the record: it requires a local representative in its Landlord's Representative Registry, a life-safety inspection for short-term rentals, and caps Type 2 short-term licenses at 475 citywide (city pages viewed 2026-10-29). Bella Vista caps non-owner-occupied short-term rentals at 600, a cap reached in July 2026. Rogers licenses all businesses, including short-term rentals, and charges $25 for a Certificate of Occupancy inspection. Bentonville's free Business Registry requires no inspection.

How Are Rental Registration and Inspection Requirements in Northwest Arkansas Cities Ranked Here?

This ranking uses four criteria, each judged on what a city's own pages confirm: whether landlords must register or obtain a permit, whether a business license is required, whether an inspection is required, and whether the city limits how many rentals can operate. A city with none of these confirmed ranks lower. A lower rank means no rule is confirmed in the sources cited here, not that none exists.

What the city pages confirm today: Fayetteville has a landlord registry, a short-term rental license, an inspection and a cap. Bella Vista has an annual short-term rental permit and a cap of 600 non-owner-occupied short-term rentals. Rogers requires a business license for all businesses, licenses short-term rentals as businesses, and charges $25 for a Certificate of Occupancy inspection. Bentonville runs a free Business Registry with no inspection, and its FAQ says short-term rental operators do not need to register 'at this time' (city FAQ viewed October 2026); no long-term rental registration rule was found. The region includes Bentonville (Walmart headquarters), Rogers, Springdale (Tyson Foods) and Lowell (J.B. Hunt), and landlords often own across several of these city lines.

If you hold rentals in more than one city, that means you should keep a separate compliance note for each city and confirm it with the city office before you list a unit, rather than assuming the rules match.

Why Does Fayetteville Rank First for Landlord Rules?

Fayetteville ranks first because its city pages confirm a landlord registry, an inspection requirement and a numeric cap. Under Ordinance 120.02, short-term rental owners and landlords owning more than two residential rental properties in the city must register a designated representative, who must live or work in Washington, Benton, Crawford or Madison County, in the Landlord's Representative Registry; owners who fail to register face fines, and a change of representative must be updated within seven days. The short-term rental page gives no fee amounts and refers applicants to the City's Fees page.

A Fayetteville short-term rental application requires:

  • An STR business license, with proof of STR insurance.
  • Proof of ownership, or a lease that allows STR use.
  • Registration with the Landlord's Representative Registry.
  • A Building Safety life-safety inspection.
  • For Type 2 licenses on detached single-family homes, no more than 4% of nearby homes within 500 feet, and no Type 2 rental within 100 feet of another licensed one.

Under Ordinance 6672, Type 2 licenses are capped at 475 citywide, and the city page says the cap has been reached and applicants are waitlisted. Do not count on a new Type 2 license: plan on the waitlist, not an approval date. Fayetteville's average apartment lease was $1,060 a month in the first half of 2026 (Arvest Skyline Report), so underwrite a Fayetteville purchase on long-term lease income rather than an expected Type 2 license.

Where Do Bella Vista and Rogers Rank?

Bella Vista ranks second because it pairs a permit with a cap. Bella Vista requires an annual city permit for every short-term rental ($100 initially and $50 a year to renew for non-owner-occupied units) and caps non-owner-occupied short-term rentals at 600; the city says the cap was reached in July 2026 and new applicants are waitlisted (city page viewed October 2026). The Planning Commission has a public hearing set for November 9 on proposed density maximums and separation distances. No long-term rental registration rule was found.

Rogers ranks third because its pages confirm a business license requirement and an inspection fee. Rogers requires a business license for every business in city limits. The city's monthly business-license listings include a 'Short-Term Rental' license category (Business Listing, February 2026), so a short-term rental in Rogers is licensed as a business. Its Certificate of Occupancy page lists a $25 fee for an inspection performed by a Fire Inspector. The undated page does not mention long-term rentals, so a landlord holding units through a company should ask the city clerk whether the license applies.

Rogers apartments averaged $1,280 a month in the first half of 2026 (Arvest Skyline Report), so a $25 inspection fee is small against one month of rent. For a Bella Vista short-term rental, that means underwriting it as a long-term rental until a waitlist spot opens.

What About Bentonville, Springdale and Siloam Springs?

Bentonville, Springdale and Siloam Springs follow with no rental registration rule confirmed.

  • Bentonville: runs a free Business Registry with no inspection, and its FAQ says short-term rental operators do not need to register 'at this time' (city FAQ viewed October 2026); no long-term rental registration rule was found. The average apartment lease was $1,296 a month in the first half of 2026 (Arvest Skyline Report).
  • Springdale: the average apartment lease was $1,112 a month in the first half of 2026 (Arvest Skyline Report); confirm any rental registration or licensing rule with the city clerk or planning office.
  • Siloam Springs: the average apartment lease was $858 a month in the first half of 2026 (Arvest Skyline Report); confirm any rental registration or inspection rule with the city clerk or planning office.

For a long-term-only underwriting comparison, the five Skyline city rents for the first half of 2026 are Bentonville $1,296, Rogers $1,280, Springdale $1,112, Fayetteville $1,060 and Siloam Springs $858 (multifamily properties, not single-family rents). Siloam Springs is $202 below Fayetteville ($1,060 minus $858) and $438 below Bentonville ($1,296 minus $858).

That means Fayetteville's registry and Rogers's $25 inspection sit against rents of $1,060 and $1,280 a month. Before you buy or list in any of these cities, ask the city two questions: does a business license apply to a rental, and does any inspection apply before occupancy.

What Does Arkansas Law Limit Cities From Doing?

Act 459 of 2025 (SB91) bars Arkansas cities and counties from controlling the amount charged for rent, rental application fees or rental deposits. Act 313 of 2025 (HB1503) requires cities to allow at least one accessory dwelling unit by right on a single-family lot and limits parking, owner-occupancy and fee rules for it, but it states that it does not prohibit a city from regulating short-term rentals (Ark. Code 14-56-205(d)). Act 314 of 2025 (HB1510) repeals a city's territorial (planning and subdivision) jurisdiction over unincorporated areas of the county. On short-term rentals, HB1445 went to interim study and the compromise HB1790 failed in the House; as reported by Arkansas Advocates for Children and Families, no 2025 statute stopped Arkansas cities from capping or licensing short-term rentals.

In practice, ask the city clerk or planning office about registration, licensing and inspection, and do not expect a city to cap your deposit or application fee.

Security deposits under a lease go in the principal broker's trust account under 17 CAR § 220-1007(h)(1)(A) (2026 AREC Rules), and trust account statements must be reconciled in writing at least monthly under (g)(2)(A). A landlord must return a security deposit within 60 days of the end of the tenancy under Ark. Code 18-16-305 and 18-16-303. The rule does not apply to an individual who, with spouse, minor children and their rental entities, owns five or fewer dwelling units, unless the units are managed for a fee by a third party, so a landlord who uses a fee-paid property manager loses the exemption.

What Should You Do With These Numbers?

  • Start with the city, not the county: confirm with each city office whether your units need registration, a business license or an inspection.
  • In Fayetteville, if you own more than two residential rentals in the city, or any short-term rental, register a local representative in the Landlord's Representative Registry and update it within seven days of any change.
  • Do not underwrite a new short-term license in Fayetteville or Bella Vista: Fayetteville's Type 2 cap of 475 has been reached (city page viewed 2026-10-29) and Bella Vista's 600 cap was reached in July 2026; both waitlist new applicants.
  • In Rogers, ask whether the business license and the $25 Certificate of Occupancy inspection apply to your rental entity before the first lease starts.
  • If you manage for owners, check that deposits sit in the principal broker's trust account and that statements are reconciled monthly.

Separately, Ark. Code 18-16-305 and 18-16-303 require return of a security deposit within 60 days of the end of the tenancy, with an exemption for owners of five or fewer dwelling units who do not use a fee-paid manager.
