TL;DR: Street construction near East Emma Avenue in Springdale is a $4.8 million streetscape (Arkansas Democrat-Gazette, 2026-09-20), and nothing has measured its effect on property values or rentals yet. We found no assessor or city economic development report that tracks value or rent changes near comparable streetscape projects. Springdale apartment vacancy was 10.0% in the first half of 2026, the highest in Northwest Arkansas (CBER Skyline). The project adds sidewalks, two consistent lanes and about 46 to 48 parking spaces, and local and driveway access stay open. Underwrite current rents.
How Does Street Construction Affect Property Values and Rentals Near East Emma Avenue?
No local study with a date on it measures this yet. We searched assessor and city economic development reports for value or rent changes near comparable streetscape projects and found nothing. Any streetscape premium is a forecast, not a recorded result.
The rental market the project lands in has been measured. The Arvest Skyline Report from the University of Arkansas Center for Business and Economic Research (CBER) put Springdale apartment vacancy at 10.0% in the first half of 2026. That was up from 8.4% in the second half of 2025 and 1.7% in the first half of 2025, across 149 complexes. It is the highest rate in Northwest Arkansas, where vacancy was 7.3%, so Springdale sits 2.7 percentage points above the region (10.0 - 7.3 = 2.7).
The Jones Center has entrances on the construction strip. Its marketing director, Jill Suel, said the center has been working with the city so its campus plans complement the project, and the center looks forward to a more walkable, bikeable Emma Avenue. That tells you what a neighbor plans to do. It is not a price result.
For you, that means underwriting today's rent at Springdale's 10.0% vacancy (1H 2026). Treat any streetscape premium as upside you do not pay for in advance.
What Is Actually Changing on East Emma Avenue?
The Springdale City Council unanimously approved a $4.8 million contract with Grant Garrett Excavating Inc. Ryan Carr, the city's deputy director of engineering, said the original estimate was $6.4 million, so the contract came in $1.6 million lower ($6.4 million - $4.8 million = $1.6 million).
From Park Street to Old Missouri Road, the lanes now range from about 1¾ to four. The project turns them into two consistent lanes. It adds sidewalks along both sides of the street, bus stops, ADA accessible ramps, pedestrian crossings, streetlights, trees, benches and other amenities. Carr said it will most likely add about 46 to 48 more parking spaces. Mayor Doug Sprouse had asked whether the city would retain the on-street parking currently available or add more. It is a mill and overlay project, so only the surface asphalt is replaced.
For you, the gains you can point to are consistent lanes, sidewalks, bus stops and added parking. If you lease retail or office space on the corridor, ask the city where the new spaces and stops land relative to your parcel, and bring them up at renewal.
How Long Will Construction Disruption Last for Owners and Tenants?
The Democrat-Gazette report gives no completion date or construction duration. The city plans to keep at least one lane of East Emma open at all times, with local and driveway access maintained throughout. Carr said it is too early to know when or where any closures would happen. If the contractor must close the road, the traffic plan may use a detour on Huntsville Avenue.
Work was expected to start at the beginning of October 2026, so tenants may already be driving through a work zone. Driveways stay open, but one-lane traffic and any closure that sends drivers to Huntsville Avenue can still hurt customer traffic and renewals.
For you, that means asking CEI Engineering Associates Inc., the project manager, or the city's engineering department for block-by-block phasing before you renew, reprice or buy. Put any closure-related rent concession in the lease in writing. At 10.0% vacancy (1H 2026), protect the tenants you have.
How Does Property Tax Change the Math for Investors Near East Emma?
Property tax is a cost you can calculate. Arkansas assesses real property at 20% of market value, and one mill is $1 per $1,000 of assessed value. The Arkansas DFA 2025 Millage Report (2026 collections) lists 54.4 mills overall for Springdale parcels in the Springdale #50 school district in Washington County: 39.8 school + 8.1 city + 6.5 county. In Benton County, the same district's overall rate for Springdale is 52.41 mills, so check which county your bill shows.
For each $1,000 of market value, $1,000 x 20% = $200 assessed, and $200 x 54.4 / 1,000 = $10.88 a year at full assessed value. Under Amendment 79, after a county-wide reappraisal the taxable value of non-homestead property can rise only 10% a year until it reaches full assessed value. The cap does not apply to new construction or substantial improvements. The homestead credit applies only to a principal residence, so a rental does not get it.
For you, that means using the assessed value on your current bill for a hold analysis. Use the full 20% x mills calculation for a purchase or renovation pro forma.
What Should You Do With These Numbers?
- Now: ask the city engineering office for written phasing and confirm driveway access for your parcel. Work was expected to begin at the beginning of October 2026 (Democrat-Gazette, 2026-09-20).
- During construction: base rents on current performance at Springdale's 10.0% vacancy (CBER Skyline, 1H 2026) and track renewals tenant by tenant.
- Before buying: get the rent roll and price taxes at market value x 20% x 54.4 / 1,000 for Washington County parcels in the Springdale #50 district (2025 millage, 2026 collections).
- After completion: once the 46 to 48 added spaces (2026-09-20 estimate) are in use, compare renewals with the construction period before you pay any streetscape premium.
Frequently Asked Questions
Will East Emma Avenue construction reduce my rental income?
No study measures that yet, so track your own renewals instead of relying on a forecast. Springdale apartment vacancy was already 10.0% in the first half of 2026, the highest in Northwest Arkansas (CBER Skyline). The city plans to keep at least one lane open, with local and driveway access maintained (Arkansas Democrat-Gazette, 2026-09-20). That limits the risk but does not remove it.
How much parking will the East Emma Avenue project add?
The project will most likely add about 46 to 48 parking spaces, according to deputy engineering director Ryan Carr (Arkansas Democrat-Gazette, 2026-09-20). Mayor Doug Sprouse asked whether the city would retain the on-street parking currently available or add more. Ask the city where the new spaces fall relative to your parcel.
How is property tax calculated near East Emma Avenue?
Multiply market value by 20%, then by the overall millage divided by 1,000. For the Springdale #50 school district in Washington County, that is 54.4 mills (39.8 school + 8.1 city + 6.5 county), per the Arkansas DFA 2025 Millage Report (2026 collections). Existing owners may pay less because of Amendment 79's 10% yearly cap on non-homestead property.
Should I buy on East Emma Avenue before construction finishes?
Buy before construction finishes only if the deal works on today's rents. No assessor or city report measures how streetscapes affect values, and Springdale apartment vacancy was 10.0% in 1H 2026 (CBER Skyline). The $4.8 million contract is approved and work was expected to begin at the beginning of October 2026, with no completion date given (Arkansas Democrat-Gazette, 2026-09-20).
